Intermittent internet connection and "Request Timed Out" when pinging router

I've recently purchased a new laptop, and after never having any problems with my router or internet connection on my desktop or other devices, my internet started acting up at seemingly random intervals.
So what happens is that most of the time my internet will be fine, working at the normal speed and pinging to the router takes ~3ms. But then, when using my laptop (and only when using it) at some point the ping requests get timed out and it looks like this.

This then affects the entire network and approximately the same timing is seen on my desktop computer when I ping my router from there at the same time. This would lead me to think that it's my router's fault but when I restart the internet connection on my laptop (and only my laptop) (e.g. turning flightmode on and off) the internet works perfectly again, everywhere.
I've called the laptop manufacturer's customer service but running driver and BIOS updates and a factory reset aren't fixing the issue.
So I don't really know what's going on. Is it the hardware (so, should I let my laptop be sent in and the network card replaced?), the software, or my router/network?

the DHCP table on the router is always correct, problem may be caused by a device with a static IP address (not assigned by DHCP) or a rogue DHCP server (2nd router)


It just happened again and I checked out the DHCP table on my router (pic here) but there doesn't seem to be a problem there.
