Question intermittent no display signal. GPU dead?

I'm having a weird issue with my GPU, and that issue is as follows:
1. GPU gives no display signal whether I'm using DP, HDMI or even DVI
2. Tested on different working monitors with multiple working cables
3. Sometimes it gives a display signal out of the blue when I keep restarting, and when it does I stress test the sh*t out of it and play games like there's no tomorrow and everything seems fine and no crashes whatsoever.
4. The problem reappears once the pc is powered down ( restart - shut down - power outage). Doesn't really matter how it happens, the problem always reappears.
5. Disconnecting all unnecessary peripherals doesn't seem to have any effect.
6. PC works smoothly on different GPUs I tested (friends of mine)

So, is my GPU a goner?

Patriot viper steel 2*8gb 3200 MT/s
XFX RX 570 4GB
Seasonic s12ii 520 watt 80+ bronze
 
does the gpu have a switch? try the other position while power is off and try booting afterwards

yes, could be a dying GPU

might be capacitors which are dried out or blown. If you remove the cooler with fans, you could eventually see something like this:

would try the GPU in a different system or at least with a different PSU to be sure
