Ok, specs first:

Windows 10
Asus H81i-Plus Micro ATX
Intel Core i5-4400
AMD Radeon R9 270
EVGA Bronze 500W PSU
2x4GB Kingston HyperX Blu
1x120GB Kingston SSD (Boot drive)
1x1TB WD HDD (Apps)
1x1TB WD HDD (Media)

Last night my PC didn't shut down properly, it hung on the 'shutting down' screen for about 3 minutes, so I powered off.

This morning, I tried starting up and the fans started as normal, but the screen was black and the keyboard and mouse (wired USB) did not light up! I rebooted multiple times and could not get anywhere. I assumed a possible MOBO fault, so I reset the CMOS (both using the switch and disconnecting the battery methods) to no avail.

(Throughout all of this, I get the single MOBO bleep to say it's ok)

Next, I disconnected each stick of RAM, still no progress, I disconnected each hard drive, removed the GPU, nothing...

Finally, I disconnected everything, right down to bare bones MOBO in the case, reinstalled everything and wham, it worked!

So I switched it off, then back on again, to double check... and it didn't work, same issue as before except now I get the opening BIOS screen before it goes blank. Minor progress.

Next, I disconnected the GPU, plugged directly into the MOBO for integrated graphics... And it starts up!

Great, so it's probably the GPU, so to rule that out, I reconnect the GPU. And it starts up!

So I restart... And it fails to get past the initial screen again (goes blank afterwards). So I remove the GPU, but it still doesn't work.

I reconnect the GPU, and it works again, but gives 3 bleeps (implying a RAM fault?). I power down and back up again, and it doesn't work.

Summary of where I am now:

I'm stuck in a cycle now of intermittent startup (50% success rate) when it doesn't start I get the initial BIOS screen, the keyboard and mouse intermittently work - but even if they do, if i try to F2/DEL into BIOS I can't. Other times, it will start, usually giving a long bleep plus 3 short bleeps to say a bad GPU, but when in Windows the AMD drivers work fine and I don't have any stability issues. Occasionally I get the bad ram bleeps.

I don't really understand what is going on, as I can't single out a single component for the issues (it will intermittently fail to start up with or without the GPU connected; with or without different ram sticks, and with our without different drives connected.

The consistent things throughout this are the MOBO and PSU.

I'd be grateful for any help.

Please not I don't have access to any other components or systems to test.

Solution
I would look first at the PSU as being the issue since that's most likely. First, check all of your power connectors to ensure they are firmly inserted. If still no joy and you have access to a known working PSU of 400W or greater, I'll suggest trying that in there.
