[SOLVED] Internet bottle neck?

I recently contacted my internet service provider saying my internet speed is slow. they sent out a replacement modem which should support high internet speeds but when I download games on steam I'm only getting 7mbs. When i do an internet speed test it says 56mbs (see image link)

is the bottle neck of internet speed actually the cable? (see image link) I have no idea about this stuff but right now I'm paying for high internet speeds and not getting it.

There is a difference in speed measurements going on here. Steam is reporting MegaBytes (MB) and speedtest is reporting Megabits (little B) (Mb)
7MB x 8bits per byte = 56Mb
