Internet Connection but can not access Web Pages

Hello. I have a problem where I have an Internet Connection (I can receive Emails) but I can not load a Web page in Google Chrome or IE.
I've tried disabling my Firewall completely and still the same issue.
I've changed the DNS server to the Public Google one and still nothing.

www.youtube.com took too long to load

Other Devices on the network have full access to the internet. Including loading web pages.

The problem for me was the anti virus was blocking it for some reason. If I disable it then re-enable it I can load web pages.
