Internet Connection is Horrible

I have zitomedia cable internet 60down/10up. The service was fine for about a year but the last 3+ weeks the download has been horrible. The upload speed is fine... but my 60 down is now about 2 down. My modem says all my signals are fine, but sometimes has high uncorrectable codes. My traceroute from a remote location to my modem showed high ping and packet loss with the slow speeds. Both the modem and the coxial cable have been tested.. no splitters.. tech has been out 3 or 4 times.. whats going on?

I had an issue with Comcast 3-4 years ago at home with similar results, it took 5 tech and the last one was an older man that has been doing it for a long time, I mentioned that I ran a test from https://www.megapath.com/speedtestplus/ and I got a lot of Jitter on the results, he pulls out his meter when to the main connection on corner of property and tracked down a grounding issue, the issue wasn't with my line , but up the pipe (3 houses down) that had a faulty ground. took him an hour to fix it, never had an issue afterwards.... food for though.
