Internet connection slow on one user account

I've seen that in my brother's user account, he is able to use the internet up to 10Mbps, but when I use the internet on my user account, I am able to use 2Mbps the highest. I've taken speed test on his account and mine and I've seen that his account gets up to 10 Mbps but mine stays at 2Mbps. I've talked to him and we both talked to our ISP, they said that they can't do anything about it. I've seen in Windows Resource Manager that nothing except the browser is using the internet. So I hope that I could be given a good solution.

Have you checked if you have some bandwidth limit set in your router?
