Internet connection slowdown

Hi, when I start my pc for few minutes everything is okay, but after while it's slows down when I do a speed test it shows 1,5mbs download what is 10x less what I should be getting real download on steam is 160kbs at max.
Has anybody experienced this problem?
If it's coused by any malware than it's not snowing any Network usage in task manager
Also I did antivir And malware check I found 2 threats but problem still remains.

Can you please try this:

> In the Cortana search box, type %TEMP% and press Enter.

> Select and delete all the contents of the Temp folder that opens up.

> Type CMD in the Cortana search box.

> Right-click the Command Prompt app from the suggestion list, click Run as administrator, and click Yes in the UAC confirmation box.

> In the Administrator: Command Prompt window, type IPCONFIG /FLUSHDNS and press Enter.

> Close the Command Prompt window.

Once done, try downloading a file from a reliable website and see if the issue is resolved.
