Internet Connection with IE 11

Cannot get web browser IE 11 or Skype to open on windows 7. Everything else works and the internet is connected.

The programs don't start or they just don't connect? Do a virus and spyware scan first, Malwarebytes is good, install it, reboot in Safe Mode and run the scan.
