Question Internet cuts out for 1 sec ~ a lot

Hello, I am using a cable leading into my router, my internet cuts out for 1 second a lot, how i found this well I pinged google.com in cmd and sometimes it says Request timed out once (and then pinging succesfully again) the problem IS that i have factory resetted my PC, the router, flushed dns did almost everything.

skip the router. or when you said router, do your mean a modem/router combo?
