Hey guys so I've recently got internet finally set up in my apartment. I'm paying for 20mbps down, and 5 up. My internet provider is twc. But for some reason my download speeds are really bad. My top download speed on steam has been 3 mbps, same with updates or downloading anything at all. I contacted them and after a speedtest it seems like the service they are sending me is fine, but somethings seems to be going on at my end of the pc. Can you guys give me a hand fixing this.

Internet service providers will state your internet speeds as Mbps and steam downloads in MB.
8 Mbps = 1MB
3MB x 8 = 24Mbps

Are you connecting directly to the modem, and are any other peripherals utilizing the service? Is there a wireless hub built into the modem? If so, do you have security enabled? Try testing at different times of the day - during high usage periods, you won't get full speed....but 3MB out of 20MB seems really low.

I have TWC and usually I am within 10-20% of top speed.
 
The network throttling drivers for my ASUS mobo would constantly throw off speedtest.net because 99.9% of the activity I have on the internet isn't related to that application, so the network throttling put it as low priority. It was difficult to get the drivers separated from the network throttling drivers.
 
I am not at home - but the network throttling software I uninstalled. (I think it was iControl or something like that). I left the drivers for the hardware. Basically, the software looks at your network usage, and customizes incoming/outgoing traffic in a priority of what you use most. So something that you rarely do like speedtest.net won't do well when compared to watching streaming videos (if that is what you do most of).
