Internet download speed worse on ethernet

I was trying to download a 1.5gb file and im only getting 200kbps on google chrome yesterday i downloaded game updates on steam and it was fine but for some reason today my ethernet download speed is 200kbps on my 2 pcs and my laptop has 20mbps (i have 68mbps normally on my pc) and its on wifi how do i fix this?

Game downloads, steam, etc, aren't reliable tests. What if a new patch comes out and 1,000,000 people are trying to update at the same time. Going to be slower than 100 people downloading it. Running a speedtest from speedtest.net from both PC's and a laptop one after another will give better results.

my speed test was at 68mbps but chromes only downloading at 200kbps

Then nothing is wrong. The site supplying the download is only putting out 200kbps. Is what it is. Use a download manager maybe to help, but that's about it. Speed test says 68mbs, so all is good.

I kinda figured im downloading from sammobile cause i want to see if my s4 lags on stock rom (only works on custom rom for some reason so im trying again literally cannot use the phone stock)

so i went and grabbed a random download that was big just to test and seems like my internet is fluctuating but i cannot tell im really mad cause i wanna test the rom but my amazing guess is its still busted cause if it didnt work stock when i reset it no way it would work by trying again (phone freezes when opening and restarts only stable on custom roms)
