Internet explorer "save to disk option"

I'm running IE explorer 5.5 in Windows 2000. I regularly get the option box "save file to disk or open from current location" almost have the time when I surf the web. This problem occurs in 5.0 and 5.5 When I refresh once or twice then it finds the page. Is there anything I can do here?

What is it actually asking you to save or open? The actual page? Can you uncheck the "always ask" box?
