Internet Explorer will not go back

Is there a setting to change in IE. We have a lot of people at my company when they hit the back button it shows it going to the previous screen but then reloads the page they were on. This is very frustrating. It is happening in IE 11 and IE 10.
 
Some pages, for lack of a better explanation, have multiple loads. I'm not saying this is the exact problem you have, but, if you click and hold down the back button, you should be able to better navigate to the previous page you're looking for. If, for example, I load up Government website X and want to go back to Yahoo, I may have to hit back 3-4 times because that's how it loaded in, but if I click and hold back, I can see the previously visited pages in descending order starting from most recent to oldest and can notice that Yahoo is 4 selections down and Government website X hold the 3 most recent spots.

Our shop runs on IE 9 and IE 11 and I can't say we've had any constant issues with this, but I know some sites work like this and you just have to navigate the "Back History" or just hit back enough times fast enough to get away from the current site.
