Question Internet getting slower for no reason

Hi,for some weird reason,it takes 4 months to a year or more for my internet to start get much slower than usual
Fresh windows install,500mb download
After some time,100-200mb download
Thought it was my laptop
This summer I bought a new pc
At start,500mb
But now,100-200mb download speed
again
I am unsure what could be the cause,but I don't want to do a fresh install of windows every time it happens
To be sure it has nothing to do with my internet,I called them and they reset my ip and even changed my router,and my phone gets 300mb download on speedtest,but the pc and the laptop are the same...
Here are the laptop's dxdiag and msinfo,as I don't have access to the pc right now,but it should be the same problem that I can't figure out
Also,the ip is dynamic if that counts

Try "ipconfig /flushdns" (without quotes) via the command prompt.

however,even it if works,it still doesn't explain why windows "breaks"
