Internet goes very slow a few times a day

A few times a day, for an hour or two, the speed of my internet goes down drastically, to the point where I can't load webpages or it takes a couple minutes to load one. I have tried looking up solutions to this problem but can't seem to find anyone who had a similar issue. One thread had a small test that I did (Netalyzr) once my internet was back up and running, here are the results for the test http://imgur.com/75NhbjR (I really have no idea what this stuff means). One of the results of the test said I had 20.5% packet loss while the test was running, I don't fully understand the implications but know it's not good. I'm sorry for being unknowledgeable when it comes to networking, and if there's anything I should add to this let me know please. Early thank you for replies! (Hopefully this helps other people with similar issues too!)

Ask your ISP if they've had problems.

Is it just with some websites? Sometimes its just their servers getting overcrowded and bogging down. I know this happens to me when on Tom's sometimes.

It's all websites that I try to connect to, and this hasn't happend before, just the for the past week.
