internet has become slow < 0.1 mbps and extremely high ping

hi i have recently come in to the problem that the internet is no longer working correctly on my laptop.
about a month ago we had a sudden drop in download speed from about 15 mbps to 6 mbps which wasnt too bad just frustrating (some websites also seemed to be much much slower than others (examples; Halfords, Ebay, Wiki's).
then about a week or so ago it has dropped massively to the point that simple webpages take up to 5 minutes to load and many webpages with java/flash/etc wont load at all.
i have also encountered a massive increase in ping from the usual less than 100mS to sometimes as much as 15-20 seconds (tested on a game server as pinging google using CMD kept failing)
there has been no change to the physical setup of our (home) network and mobile devices seem to be unaffected.
We are with Sky Broadband, using their router (early 2015)
my laptop is a Toshiba Qosmio
Intel core i7-4700MQ 2.4GHz
16GB RAM
64 bit windows 10 (latest update) (which didnt help matters)
i am connected using WIFI (about 10 meters from the router with a floor between us (never been a problem before (signal strength is at full)))
i am using Bitdefender Total security as my antivirus (was using AVG free up until last weekend)
i also have ASC (advanced system care) installed (have been using for the past 6 years no issues)

i have just connected it wired and run a speed test and it is roughly the same. strangely enough my upload speed has slowed significantly less. (only dropped from 5 to 1 mbps)
