So the past few months i have been getting internet drop outs with a wired connection. It seems to happen randomly, some days its good, some days bad. So, i had figured that it was most likely my router that i use, it is a very cheap tp link, only like 30 bucks. So i went to buy one but the guy stopped me, and made me do some testing. So the way i get my wired connection is through a powerline adapter, brings Ethernet through the walls. Pretty nifty. So, I figured that if the router was the issue, i could simply buy a Ethernet cable and run it straight to my pc, and the all would be good. But, I have just done that, and not only did it not work, but even when using it to just connect to the router, and would not work. So now i am quite confused. Why would it simply not work? Even if the only changed variable was just the cable? Are my powerline adapters not working, and what should I do to fix this issue and have consistent internet?

The most important step when solving connectivity issues is to identify where the problem is occurring. It could be occurring at one of many different fault points. It could be your PC hardware/software, the ethernet cable that you're using, the router, the powerline adapters, your home's electrical wiring (in the case of the powerline adapters), the modem, or the problem could even lie outside of your home with your ISP's hardware.

If I'm reading what you said correctly - it sounds like you tried wiring your PC directly to your router without the powerline adapters. If this is the case, and the issue persists, then the powerline adapters are innocent. Using the same concept, try to use process of elimination to narrow down where the problem is taking place by marking different devices as "innocent".
