Internet not what it's supposed to be

This is my internet, at least what it's supposed to be. It's not nearly as fast though. Whenever I download something, anything, I can't peak over 8Mbps. I used testmy.net and on my PC it says I average around 6.7Mbps. I've also used it on my phone and it's a different story there. Every time it's kinda a different story. Sometimes I'll get the full 19Mbps (once in 100 tries), but mainly I will get 11 or 14 which is still not enough. I called my ISP and they said if it says its 20/2 it's not their problem. What do I do? Before I got 20/2 I had 10/0.5, and I could get 10 normally, now I can barely get 8 and I don't know what's the problem. Firewall is turned off.

Upload is always same though.

That speedtest result shows you are getting pretty close to that.

What you may see from other places does not matter. Especially torrents.
Network performance depends n the speed of the slowest device in the chain. Most of those devices, you have no control over.
1. "download speed" also depends on whatever server you are downloading from. If they are busy, or simply have a bad connection...there is nothing you can do about that.

2. If you have a 20/2 plan from your ISP, and are seeing 18.69/2.07, that's within the range of 'good enough' (from the ISP perspective)
 
I was supposed to have 20/5. With maximum clogging of their servers I will get a minimum of 14, but that isn't happening since the speed test is showing 19/2 (I am planning on asking them what's going on with upload later). But even though it is showing that, and my PC 'receives' that speed, I'm not getting it if I try to use it.
