My IE8 toolbar had "tools" to select my internet options. Where can I find it in Windows 7

It sounds like you don't have the menu bar showing. Right click on the title bar and check "Menu Bar"

Tools is located under the close window icon or you hit Alt+X to open the drop down menu.
