It depends on the browser:

Internet explorer: Open the program, go to Tools (or in IE9's case, the gear symbol in the upper right corner) -->internet options, click delete under delete browsing history. Check all boxes you want, one of which will be cookies.

If you like to automatically log into sites like your e-mail and other sites (Netflix, tom's etc) then realize that deleting cookies will remove your session and force you to log in again. Not saying to not delete your cookies from time to time, just remember what all your passwords are if you are not in the habit of entering them all the time.
