Internet priority utorrent and idm

I have trouble to priority my utorrent download and idm.
What i want is when download torrent at max speed and idm with left over speed.
Example my max internet conection 400Kbps .
When utorrent download usually about seeder speed so if someone can seed me 350Kbps I want my utorrent to have that speed and idm leftover 50Kbps
That depens if seeder 200 max than idm 200 left
I download almost dead torrent so their speed is vary so i want when some good seeder appear torrent speed max idm speed left
I hope you guys understand what i mean
English is not my primary language

So basicly a setting that maximize torrent speed when possible and leftover speed for idm
When teri is seeder speed on torrent when not then idm
