Internet speed are LOW

I have Fiber optics and on speedtest.cincinnatibell.com my recent test was 813.96Mbps download and 240.92Mbps upload speeds. when i go to speedtest.net my speeds are 9.34Mbps download and 174.45Mbps upload. When I go to load a stream on twitch.tv it buffers non stop and I can't get more than 10 seconds without if freezing and buffering. Also slow with youtube videos and netflix. My ping in games is normal and I see no issue with gaming. Im running Windows 7 OS. This only started happening within the past few months and i've had this service for over a year now. Please help.

What did they say when you called them about it?

They came out and looked at it and only ran speedtest.cincinnatibell.com test and said everything was fine on their end and to use that website to test my speeds because its compatible with their hardware. But when i first got the service speedtest.net gave me the same speeds as "their" site.

You got other users on the network that could be doing things like torrenting?

there are others on the network but mostly just watch netflix. its xbox and ps4 and one laptop (for college homework). i figured 800+mbps is enough to stream netflix and watch a stream.

Well you could connect your PC directly to the modem and do a speed test like that. If you get your normal speed somebody on the network is downloading.

right now no one is on the network but me (everyone else is asleep and their xbox/laptop is shut off) and its still being very slow. the modem is provided by cincinnati bell and i plugged into lan 1 spot, are you suggesting i switch the port? or plug straight into the ethernet wan port?! im not sure.. the modem is a zyxel mondel number VMG4381-B10A
