Internet speed fluctuates randomly , when i replug dsl calbe it is fixed

So I got this new connection on my cable . I am on fiber optics and the normal rate is 16300kbps (16Mb) , it is all good and stable until suddenly my "attainable rate" which usually stands at 19~21 Mb drops down all of a sudden and thus my connection drops out and the modem resets its speed , but when it is back up again its shitty as heck and alot slower might even hit the 9Mb mark. Now to fix this issue i have to do one of two , if i have a dsl filter on , i have to remove it and plug the cable straight to the modem. If i DON'T have a dsl filter on ( which also seems to not fix the problem totally ) i have to replug the dsl filter . this drives back up my 'attainable rate' reading on my router and also my speed which goes back up to 16300kbps. So what might cause this issue ? is this some sort of electrical surge or load on the wires? I have done multiple ping tests and there is not packet loss what so ever , except when this happens. Help much appreciated

Edit : its not a problem with the modem as i have tried it with 3 modems , also not a problem with my pc as the rate readings on the router stats page falls too and all users at home experience same speed slowdown. Thanks
 


Oh thanks, as most basic as this advice sounds this might have been the problem , my attainable rate is now sitting at 18500~ and the rate is at 14500~ and yet of now it is stable with no slowdown or disconnections , maybe it was really just a stupid cable. Thanks for the advice .
