Internet Speed is higher than Task manager usage

My Internet Speed is 20Mbps but when I watch Twitch or Youtube task manager shows ~2.5Mbps usage. I've had a lot of videos and streams buffer or change the resolution down to 360p. I don't have anything else using my bandwidth except maybe a few phones that are always connected to the WiFi. I don't know if this is normal or something but I could really use some help.

The youtube buffering isnt same as downloading.
Try to download large file and see the usage.
Are you sure that in task manager isnt shown as MB or Mb? It matters.

Task Manager is definatly showing Mb. When I download something it downloads at about 2MBps which sounds normal and Task Manager goes up to about 18Mbps. I know I have this internet speed but how can I make sure YouTube and other streaming sites use it all?
