Internet Speed Poblem !!

Guys , I need urgent help !!1
As u see in this pic :

The test shows that the download is 15mb and upload is 14mb .
But I can't even watch youtube at 480p !!!!!
The internet is veeeeeeeeeeeery slow .
At 9 am I download with 2/3 mb per second but from 12 pm to 12 am the speed doesn't pass 50 kb while downloading .
Plz help me guys
