Internet speed problem

So the problem is that in task manager is see straight 4.0 mbps downloading, but what im downloading is going with 700 kbps for example or 900 never above 1 mbps. Why is that happening and how can i actually reach that 4.0 mbps? note that its not just for 1-2 seconds that 4.0 mbps its sometimes 6 but it also goes 12 and 14 for less than a second

windows update might download files/update along with your download in the background.

Many download displays are in megabytes (MB) per second. The windows task manager shows megabits (Mb) per second. 700K bytes per second would be 4 megabits. It could just be a units misunderstanding on your part.
