internet speed slow

I pay for 50 Mbps of download, but only get 20 to 25 Mbps. My service provider tells me they only guarantee 60 % of the 50 Mbps speed. Is this the normal speeds I should get?

So the best possible scenario.
I dont know of any isp that says they can only guarantee 60% of what the promise you, seems wrong. I know that in times of heavy usage in yoru area you can see drops in speed or at least you could in the past.

They say 60% as a minimum that would be 30 Mbps as the slowest, but I'm only getting a ave of 24 Mbps. Guess I'll to live with it as they are the internet provider I can get.
