Holy crap, that's awful! With today's tech and the market's current availability, there has got to be some serious interference (like a 802.11B Wireless router with 200+ connected devices; sitting next to a perpetually cooking microwave; stored in a stone vault; buried 100 feet underground) or something wrong at the ISP level. Still, without knowing what devices make up your network, it is quite literally, impossible to know.
Try this for WiFi:
1. Change the channel on the router
2. Disconnect other devices
3. Move router away from interfering devices
Try this for LAN:
1. Swap your Cat5/5e cable with one known to be working in good condition
2. Connect directly to your modem/router or if you're modem and router are separate devices, connect directly to the wall
And for the record, at your current speed, you would need approximately 9 hours to download 1GB (~.25Mbps x 32 seconds x 1024 MB / 8 = 1GB)
