Internet speeds not changing after internet upgrade

I got an sms saying " The proccess has been completed, enjoy your fast speeds". jsut right after the phone call. I went to my PC to check the internet and my router was rebooting. so after that I check the rates it's higher than I used to pay for ( I pay for 100/3 used to be 15/0.8). so I went to the speedtest and this is happening : https://gyazo.com/666aadd6d4dd6580b45a532c10a78182
It's basically trying to reach the speed but then there's like a cap that it's stopping it.

I've tried various devices such as my Phone, laptop, and this PC. I thought it might be something with my motherboard but it's not since im getting the same speeds, I've tried wireless and wired.
but the same thing is happening it's going up but goes significintaly low after. I haven't got hold of my ISP yet, but i'm pretty sure it's not my ISP because why would my router rates show 60mbps or so https://gyazo.com/0edd5efc5e86df6c267318d7f7672e18 .
I've never had VDSL2 before in my house does that mean i need a tech or something. I've got a VDSL2 compitable router. Any idea?

I would go ahead and contact ISP anyways.

You do need to remember that DSL is highly suscpetible to both load and distance from hub (wherever the connection becomes fiber).
So the speed does decline sharper from distance or network congestion vs other intneret types.

Do you have filters in place at your house because those filters may prevent the extra DLS freqencies from working
(VDSL is Vertical DSL meaning it stacks the data on multiple frequencies to give you the higher speeds.
