is it normal for internet to connect to your explorer.exe or the otherway around?

That is almost certainly it.

Not everything is an individual "app".

OneDrive specifically integrates with File Explorer.
LOTS of things within Windows share resources.

Two Microsoft applications, talking to each other. Seamless, if you want it to be.

It is one part of "the OS".
As is OneDrive.

The OS talks to the OneDrive subsystem.
It also talks to the File Explorer subsystem.
Those two things talk to each other.

There are many many many other things in there that talk to each other, and to the outside world.

You want 'no outside connection'?
Disconnect the ethernet cord and turn off the WiFi.

OneDrive talks to your files.
Explorer uploads/syncs your files to OneDrive.

Thats what they do.
