[SOLVED] internet to connect to your explorer.exe

Solution
because explorer controlls the whoel OS
It is one part of "the OS".
As is OneDrive.

The OS talks to the OneDrive subsystem.
It also talks to the File Explorer subsystem.
Those two things talk to each other.

There are many many many other things in there that talk to each other, and to the outside world.

You want 'no outside connection'?
Disconnect the ethernet cord and turn off the WiFi.
