INTERNETSPEED ERROR

I am having a terrible time running down the source of the following error, never mind fixing it. Maybe someone out there can point me in the correct direction.
Everytime I boot up an error pop-up displays on the desktop. The pop-up is entitled "INTERNETSPEED" and is emblazoned with a red circle with an X through it. The message reads: "Failed to load control 'Winsock' from MSWINSCK.OCX. Your version of MSWINSCK.OCK may be outdated. Make sure you are using the version of the control that was provided with your application." I have a cable modem from @Home, with a 3 com Etherlink XL PCI TPO NIC card. I am nearly certain this is an application problem not a Windows ME problem. The aforementioned file isn't even on the Win ME upgrade disk. An inquiry to @ Home cable service indicated the error pointed to some problem with Visual Basic. ?????? Yeah right?
I would appreciate any help you can give me on this.
