ionizer esd risk

I am going to help my cousin to build his pc.But his room has an aircond with ionizer built in.Does the ionizer increase the chance of esd?

Some ionizers are used as ESD control. I can't speak specifically to this one. Practice good ESD control, have 40% minimum humidity, use an ESD mat, don't touch parts unnecessarily.
