You could. Cable is cheap and a switch to switch implementation is short sighted. Bring each floor to a central location. Have a single switch tie it all together.
Purchase an 10 - 16 port POE switch for each floor. That will give network and power for the cameras. Bring a cable from each floor to a central location for recording. With 24 cameras, you need to figure out the bandwidth required. Use the calculator I linked. If you are under 800Mbit total, then bring the three floors back to a central location and a single gig-e to your recorder. If your total bandwidth is above 800Mbit then you need to re-evaluate. Either you have to have multiple ethernet ports or you have to go to 10GE.
