IPC of CPUs

So we all know that IPC is a huge performance determiner. But I was wondering if anyone actually knew what the IPC of say, the Nehalem arch and Phenom II arch is. I also want to know how AMD or Intel increases IPC. Does cache really boost it that much? Or are straight up arch changes necessary to actually make a difference?

Also while looking up info on IPC i found this:

Well it looks like Bulldozer is set to have a much higher IPC than PhII, which is good. Also it won't have those instruction set problems the article said, since as of the settlement AMD is allowed to use all of Intels instruction sets it wasn't allowed to use before.

And im not an AMD fanboy, completely new archs just excite me.
