iPhone 6s battery indicator issue

I have iphone 6s running on ios 9.2.1.
When i unplugged my iphone from charging, battery was at 61% but when I restarted the device,battery was at 83%.I dont know if this a hardware issue or just a software bug.But it happens every single time!!

A 6s will still be under warranty.
You can call Apple support, or even take it in to an Apple store.
My 6s also on 9.2.1 doesn't have any batt issue, and I haven't heard any widespread issues like that.
