iPhone Storage full

I have an iPhone 5s that is saying the storage is full. Under usage it says 12.3 gigabytes used, but adding all of the usage numbers together only yields 7.8 gigabytes (7.8117166, to be exact.)

What do I do?

Is the phone waiting to install a newer OS version? Apple will send you whatever the latest whether you want it or not and just sits there wait-and-wait-and-wait and taking up space.

It tries to download iOS 9.3.3, and stops hal way through because it says there isn't enough space.

Are u using the iTunes library? I would, temporarily, CHECK OFF enough media, SYNC, to take you down where you now have space, then go through the OS update, THEN go back to iTunes and re-sync those media. That's one way.
