I'm currently looking into buying a new 24 inch or 25 inch monitor mainly for gaming, and video editing. My budget is less than $270. I've heard a lot about the IPS monitors but because of their high price I don't think I can afford a 24 inch one right now.

I did find this dell one but it's a 23 inch one. I'm debating on getting it but I wonder if 23 inch compared to a 24 or 25 inch will be a big difference?

gaming and video editing. I'd pick the Dell U2312HM. Because I've read many good things about it and was close to getting it myself. I went with 120Hz as image quality was not as much of a priority. In your case, I would recommend the Dell for it's colour performance and general goodness of IPS technology. I don't think size (23/24/25) is much of an object. You are comparing three displays of the same 1920x1080 resolution and they can all look as big and detailed as each other depending on how close you sit. haha
