I'm getting a gaming PC soon and am having trouble finding a monitor. I'm stuck between IPS, which is typically 60hz and 5 ms response time, or TN, which can be 144hz and 1 ms response time. I play both casual and competitive games, which would benefit from the TN, but I really appreciate good visuals. Please help me with what I should get. Also, I will not get one of the 800$ monitors which has both IPS and 144hz.

You probably should go for the IPS screen. The color and view angle make it superior to a TN screen. Besides, very little hardware can get a game running at 144fps, especially at decent detail. Yeah, the response time of a TN screen is better, but it is almost impossible to notice since it's only 4ms faster. All this means is that the TN monitor will be 2.4 frames ahead of the IPS panel (assuming it's running at 60fps), which is not really noticable.

Okay, and what graphics card do you think would be good for 1080p IPS? Should I wait for the new ones coming out?

I would highly recommend waiting until AMD and nVidia release their new cards. The new ones should run at least 30% faster than the current ones. Also, they will drive the price of the current cards down.

If you REALLY want one now, then a GTX 970 should max out pretty much all games. If you really want to be sure, grab a pair of GTX 960s and SLI them (make sure they are the 4GB version) or get a GTX 980. Still, I highly recommend waiting since nVidia should release their new cards tomorrow.

Ok, and one more thing: do you recommend a certain monitor?

I could buy a monitor under probably about 400$, but I did some research and would you say that the Dell S2415h is good? Is there a better version of it? I like monitors that have speakers.

I don't have much product knowledge in the realm of monitors, so I don't know if there is a better version of your monitor. However, it does have a slightly slower response time (6ms), but that only can be seen in a very very fast paced first person shooter game, and even then, not much will be seen.
I'm not saying that to say that the monitor's bad, I'm just giving you a heads up. In fact, I think that the monitor is really good. Go for it.
