IPS panel display faint vertical lines on black background

I have got a Dell U2414H on last week, but when Monitor displaying black color there are many faint lines showing. These lines are always visible on black background even through without any input connected. So I returned it and order a new one, but the new one also has this issue when displaying black color. Today, I found my X230 laptop with IPS panel also has this issue.
So Is it normal for IPS panels? Thanks

No that is not really normal, are these new monitors? Did you try different inputs? Check color options? I have a couple of IPS monitors, one a very high end but older one and a more recent but cheap one, and black is black on both.
