IPv4 connectivity lost after restarting pc

I'm using an Intel(R) Ethernet Connection 1219-V. My IPv4 has no network access while the IPv6 does. I can fix this by restarting my modem but the Problems comes back after my pc is restarted/ shutdown and switched on again.

Do you mean IPv4 works and then stops or no IPv4 at all?

Check your network adapter settings.

Is the IPv4 box selected?

Then try running the built in troubleshooter.

Right click the network icon (lower right screen corner) and select "Troubleshoot problems".

May find and fix something for you.
