Ipv4 speeds slower than Ipv6

Solution
Maybe you have one of those AMD or Killer NIC software stuff installed that traffic shapes but only affects IPv4. The value you're seeing to every speedtest is nearly identical and only affecting IPv4. That is not your ISP. Very likely something on your end. Something is traffic shaping.
IPv6 can take different routes. When I used an IPv6 tunnel, my ping to WoW was about 12ms, but with IPv4, it was about 20ms. Both routes had the same routes to AT&T's edge, but internally, AT&T had better routes for IPv6.

Sorry I think I was kind of vague when asking my question. I am pretty new when it comes to computer stuff.

I recently signed up for Comcast internet I got the 75Mb plan. And I was wondering if it is normal to get this results on speed test sites?

I am trying to download a game through Origin which is only 12 gb and the downloader says it is downloading at 2 Mbps.

Now that you mention it when I built my computer I bought a MSI z87 gd65 and I installed the drivers that came with the cd and it installed a program called Killer Network Manager.

I am going to try to uninstall it and see if that could be the root of my problem, if so I would call this software more like "network killer" lol

Yes, you were right. I feel so dumb all I had to do was to open the program and unmark a box that was controlling my bandwidth limit. Thanks, I really appreciated the help.
