Try setting it to 192.168.1.60

But this settings are network specific. to where your PC is connected? If it is to a router, please check whether you have not set the MAC filter or configure it to support your new NIC.

So it means, your physical connection is OKish. Try setting that IP setting to automatic. Run a troubleshoot in the network adapter. If it can't fix you anything, you'll need to configure your router for your new PC.
