IQRL_NOT_LESS_OR_EQUAL with tcpip.sys

I'm new here, so please bear with me.

I have a Compaq Presario CQ56 with Windows 7 64bit. I've gotten several Blue Screens over the last year or so, and they have all been the same code. After the last one a couple months ago, I did a full system restore (as in I took back to factory settings and reinstalled some of my software). Since then, I've also been battling wi-fi interference, so I've mostly been using a wired connection or internet. For the past two days, I've been testing my wi-fi. I just checked for driver updates today, and there are none. My CPU was maxed out last night, and I don't know why.

I've run memtest, and there were no errors. I've run a virus scan, and nothing.

I'll gladly post my memdump, if it hasn't disappeared (it has done that before) and someone tells me how.

well tcpip is network related that malware fighter since it uses that url file must scan sites

And when it does it crashes windows - specifically tcpip.sys

And those 2 Iobit programs are the only things that have installed drivers. All of the other drivers are windows drivers

So either disable url scanning if it has the option or uninstall it

The dump files I can find, the computer won't let me access. They are in the Windows\minidump folder.

How would two programs that have little or nothing to do with the internet give an error that keeps telling me is caused by my tcpip?
