Try disabling the serial ports in the Bios setup and the Parallel port (if you aren't using it). Then Windows will reassign the IRQ.

Well I am using the parallel port since my system did not boot up when disabling it I already tried disabling the serial ports but nothing happened. My system will start up with everything enabled but one sound and the system will crash.

It sounds to me like your sound card is in PCI slot 2. Move your sound card to PCI slot 3 and all will be well again.
