IRQL_NOT_LESS_OR_EQUAL Error?

Hello,
I cannot get into windows XP. It restarts again and again.Safe mode is not working.How do i get in ?even If I want to format and reinstall how to do it.?I have tried safe mode, last known good config., and even tried to boot off the XP cd but I still end up with the same error. I pretty much can't do anything except access my BIOS and I tried disabling ang messing around with the settings there but it seems to have had no effect.
I removed everything connected to the laptop (mouse, printer, etc.).

Usually overheating or memory problem. Try booting with one stick of ram, provided you have multiples. Seeing as how you are just booting up, probably not overheating.

If your system is overclocked, try restoring it back to defaults.

Run memtest86/Prime95 and ensure that RAM is not failing.
