I have tried everything, reinstalled all the correct drivers from the manufacturer websites, reinstalled windows multiple times, replaced RAM with a kit i know works, even replaced ssd with a brand new Samsung one… and its still giving me this gosh darn error :(

This is my first ever PC, a new built one (although not all new parts) its been doing it from the start, ive had it at a PC shop, theyre the ones who helped me with substitute parts for troubleshooting as mentioned above.

It happenes randomly and usually every hour to two hours (although sometimes way shorter or longer)

System:

Core i9 7980xe
Msi x299 gaming m7 ack
Corsair vengeance 2x 8gb 3200mhz ddr4
Hp ex950 1tb m.2 ssd
Asus radeon rx580 8gb
Corsair hx1000 1000w

Try underclocking the VRAM o the GPU. I've found most IRQL NOT LESS OR EQUAL errors to be related to memory issues.

That also doesn't rule out the memory controller on the CPU being the problem. You can try slightly increasing the memory voltage.

If you can make it through a memtestx86 for a few hours, it is not likely to be the CPU or memory.
