Is 1.355 Voltage able to go higher than 4ghz when I overclock my i5-6600K?

Just as what the title says whenever I go higher than 1.355 it turns red, saying warning, I think that it means that they don't recommend me to go higher for some reason. But I'm just wondering if 1.355 could go 4.5Ghz or nah. It was initially on 3.5Ghz with 1.152V. I'm very noobish with OC'ing. THNKX for helping.

What turn red? BIOS? Did you look at your temperature? What CPU cooler are you using? Usually people don't go over 1.40v or over 85C when stress testing.
