Is 16gb of RAM worth it?

No.

All else being equal (speeds, timings, workload etc) if you're currently only maxing out at 7of8GB, increasing to 16GB without increasing workloads, you'd still be using ~7GB, just 7GB of 16GB.

I agree with above, but that being said if you are at 7 out of 8 that's pushing it, not leaving much wiggle room for background processes etc. Unless you are running a very, very consistent workload your memory usage will go up and down as different processes start and finish, background tasks open and close, etc. I know memory is expensive right now, but if you can swing it an upgrade to 16gb is becoming "standard" these days.

Using 7 out of 8 gigabytes of ram will and probably is negatively impacting the launching of programs on the computer.

Doubling to 16 gigabytes of ram is recommended.
