Is 200 MHz worth 10-15 degrees celsius?

my pentium dual-core (e2160) can run on relatively low voltages @ 3 GHz. The max temp is about 55-60 degrees, a bit hot, but not unreasonable. I am attempting to overclock to 3.2. After fiddling with voltages for ages, I got a stable set:

VCore: +200
NBCore: 1.4V
CPU VTT: 1.4V

My RAM is currently oc'd to about 855MHz, up from 800.
I am using a Cooler Master HyperTX2 cooler.

but the problem is that the max temps are about 70 degrees, which is a lot higher than at 3 GHz. Is the 200 MHz increase worth the extra heat?
